Dr. Chen Zhongyang acts as Associate Professor and Deputy Dean of the Department of Application Finance, Institute of Finance of the Renmin University of China and Director of Financial Risk Management Studio. In addition, Dr. Chen is a part-time professor of the Finance Department, Institute of Commerce of University of Illinois at Chicago, senior researcher of Institute of Financial and Insurance Risk Management, Guanghua School of Management of Peking University, member of National Technical Committee on Risk Management of Standardization Administration of China, first-appointed President of PRMIA, Beijing branch, initiator and organizer of the ¡°China Financial Risk Mangers' Forum (annual) and the person in charge of the ¡°Risk management research on China¡¯s financial institutions¡±, which is the topic of ¡°the Tenth Five Year¡± Plan of the Ministry of Education.
Dr. Chen also acts as Consultant of Bureau of Risk Management, affiliated to China Development Bank and Distinguished Consultant of the ¡°Lending projects for small and medium-sized enterprises¡± as part of the technical aid to China of KFW Bankengruppe, etc. Besides, Dr. Chen was selected as Fulbright Scholar-in-Residence of the U.S. Department of State in the year of 2002-2003 and was invited as Guest Professor for the Institute of Commerce of Suffolk University at Boston.
Dr. Chen has been invited to give many lectures in past few years, which include the Financial Symposium at the Institute of commerce of University of Illinois at Chicago (2006.11), the ¡°Senior Symposium on Risk Management for Commercial Banks¡± at the Risk Management Dept. of Bank of China (2005.8.12), Asian bankers¡¯ Summit (2004.5 ,Hong Kong), ¡°China¡¯s New Year Economy and Financial Forum¡± at the Institute of Commerce of Suffolk University at Boston (2003.2), etc.

Responsible for establishing the company¡¯s technical and products strategy leading all aspects of the company¡¯s software development and delivery support operations worldwide including credit bureau products. 18 years of experience in Analytics and Decision management systems, providing services and solutions with mission critical software to all major international banks.
Technical background from Nice University in France, I joined Scorex (start-up scoring company) as Software Development Manager in 1990. Promoted as Director in 1996 with the responsibility to support new join-venture with Experian (CCN at the time) focusing on international expansion and products deployment. I took the lead for all EDA IT as CTO after the merge of Scorex and Experian Decision Analytics in 2003 creating a global division with the responsibility of the entire product range. Directly involved in all acquisitions and products integration, I defined and lead the execution of technology and product strategy. Board member since 2003 with the direct responsibility for supporting thousand of clients in more than 45 countries.
After many years providing complete solutions at enterprise level to major players worldwide like GE, HSBC or BoA and developing business internationally mainly in South-Africa, Europe and Americas, I will now re-focus and dedicate my attention to Asian markets looking after strategy and operations in the region being based in Singapore from end 2008. |

Peter was appointed as an IFC Credit Bureau and Risk Management Advisor in December 2005. Since assuming this role he has been actively engaged on the Egyptian, Nigerian, Cambodia and various Pacific Island Credit Bureau projects, establishing world class consumer, SME and commercial Credit Bureaux.
Prior to joining IFC, his professional experience included working for one of the leading international credit bureau and decision solutions companies, Baycorp Advantage Limited as General Manager ¨C International, and was the senior executive for the company based in New Zealand.
As part of that role, he was responsible to oversee the development, delivery and implementation of Baycorp Advantages international deployment of credit bureau in Singapore, Malaysia, Fiji and the Kingdom of Saudi Arabia. |

Dr. Robert Tsou joined Experian Asia Pacific in May 2006 as the Regional Director of Analytics. He is part of the regional leadership team managing the Analytics Center of Excellence based in Hong Kong. Dr. Tsou has more than 17 years experience in the financial industry. His knowledge and expertise across various financial sectors includes: Developed various Generic and Customized rating cards, including Credit card, Mortgage, Personal loan, Retail, Automotive, Telecom, Utility, Insurance, Catalog, etc.; Extensive knowledge on the U.S. consumer and SME credit institution database; Developed various Marketing and Risk Management rating tools across credit life cycle; Integrated managing of co-branded credit card and private-label credit card; Provided business consultation and strategy development for both loan application and Portfolio Management; Developed compliance methodologies on Basel II, including asset pool division, default rate/default risks/default loss rate; Provided consultancy on sampling, data mining, multivariate analysis, time series forecasting, etc.Dr. Tsou has served Experian U.S as the Director of Analytical services for 10 years then re-joined Experian Asia Pacific recently. Mr. Zhang Xichun got his doctor¡¯s degree in the School of Law, Columbia University and was granted the New York Qualified Practicing Lawyer in 1986. Afterwards he had worked as a lawyer in a New York law firm for 8 years. In 1994 he moved to Hong Kong where he started to work in Goldman Sachs, a well-known investment bank, and served as the chairman in Northern Asia Law Committee of ISDA as well as a member in its standing committee. He moved to Singapore and worked as a Chief Counselor in Deutsche Bank of Asia Pacific in 1998, during which period he gave lectures in University of International Business and Economics. In the second half of 2002 and 2003 he was devoted to studying finance law works. At the beginning of 2004 he came to Beijing and became a law partner first with Chinese local law firms and then with international law firms. At present he works in Beijing as a partner of Lovells International Law Firm.
